In 2013, Portland’s city council passed Resolution 37034, which asked city bureaus to seek out opportunities for bird-safe building designs to be incorporated, including in the 2035 Comprehensive Plan.
The glazing options outlined in the Bird-Safe exterior Glazing document are required for new construction or renovation projects:
Glazing materials on the ground and upper floors must be chosen from the approved materials list. All glazing techniques must also abide by the appropriate pattern spacing and dimensions that are listed in the document. These include, but are not limited to, etched, fritted, and UV glass, as well as window markers and films.
First 60 ft. of buildings are prioritized for window treatments.
No more than 10% of glass can be untreated, and treated areas must use the 2” x 4” rule, which is proven to be the most effective spacing to prevent collisions.
Supported by the National Fish and Wildlife Foundation, The Urban Conservation Treaty for Migratory Birds (Urban Bird Treaty) program was created to help municipal governments conserve birds that live and nest in or overwinter or migrate through their cities.
There are 30 active US cities that participate in the program.
